Bjørn Lomborg
Bjørn Lomborg (born 6 January 1965) is a Danish author, political scientist, and former director of the Danish government's Environmental Assessment Institute. He is best known for his controversial book The Skeptical Environmentalist (2001), in which he argued that many environmental problems are exaggerated and that prioritising resources through cost-benefit analysis is more effective than alarmist policies. Lomborg has been a central figure in debates on climate change, development, and environmental economics, often drawing criticism from mainstream scientific bodies and environmentalists for his views on global warming.
Early Life and Education
Lomborg was born in Frederiksberg, Denmark. He studied political science at the University of Copenhagen, earning a master's degree in 1991. He later completed a PhD in political science at the same university in 1994, focusing on the methodology of political science and statistical analysis. His academic background did not originally include natural sciences or climatology, a fact frequently highlighted by his critics.
Career and Academic Positions
After completing his PhD, Lomborg worked as an associate professor at the University of Copenhagen's Department of Political Science. In 2002, he was appointed director of the Environmental Assessment Institute (EAI) in Copenhagen, a position he held until 2004. The institute was tasked with conducting cost-benefit analyses of environmental policies. In 2004, Lomborg founded the Copenhagen Consensus Centre, a think tank that uses cost-benefit analysis to rank global development priorities, focusing on issues such as health, education, and climate change. He later served as director of the Copenhagen Consensus Center, currently based at Arizona State University (as of 2023), and has held visiting positions at Stanford University's Hoover Institution and the University of Western Australia.
Major Works and Ideas
The Skeptical Environmentalist (2001)
Lomborg's most famous work, The Skeptical Environmentalist, claims that many environmental indicators—such as air and water quality, deforestation, and human longevity—have improved over time, and that the dire predictions of environmental groups are often unsupported by data. He argued that climate change is real but that the most cost-effective response is to invest in development and adaptation rather than draconian emissions cuts. The book sparked intense controversy, with many scientists accusing Lomborg of misrepresenting data. The Danish Committees on Scientific Dishonesty (DCSD) investigated his work and initially found it "objectively dishonest," but the decision was later overturned by the Danish Ministry of Science.
Cool It (2007)
In Cool It: The Skeptical Environmentalist's Guide to Global Warming, Lomborg argued that while climate change is a problem, it is not the world's most pressing issue, and that resources should be redirected to more cost-effective areas like HIV/AIDS prevention, malaria control, and clean water. The book was adapted into a documentary film in 2010.
Copenhagen Consensus Projects
Since 2004, Lomborg has organised a series of Copenhagen Consensus conferences, bringing together leading economists to rank solutions to global challenges based on cost-benefit analysis. The studies typically conclude that investments in health, nutrition, and education yield far higher returns per dollar than aggressive climate mitigation.
False Alarm (2020)
In False Alarm: How Climate Change Panic Costs Us Trillions, Hurts the Poor, and Fails to Fix the Planet, Lomborg argued that the current climate agenda is overly focused on dramatic emissions reductions, which he claims are ineffective and excessively costly. Instead, he advocates for a "smart approach" that includes innovation in green technology and adaptation, while rejecting net-zero targets.
Controversy and Criticism
Lomborg has been a polarising figure. Critics—including many climate scientists, environmental NGOs, and scientific bodies such as the American Association for the Advancement of Science—have accused him of cherry-picking data, misusing statistics, and downplaying the risks of climate change. Some have labelled him a climate change denier, though he acknowledges that human-caused warming is real. The original finding of scientific dishonesty in The Skeptical Environmentalist was a major blow, but Lomborg maintained his methods were sound, and the DCSD's later reversal cleared him of formal dishonesty.
His work at the Copenhagen Consensus Center has also been criticised for prioritising economic efficiency over environmental or ethical considerations, and for assuming that future generations will be wealthier and therefore better able to adapt.
Personal Life
Lomborg is openly gay and has been a vocal advocate for LGBT rights. He currently resides in the United States, where he holds a position at the Hoover Institution and continues to write and speak on global issues.
Legacy and Influence
Despite sustained criticism, Lomborg's ideas have influenced policy discussions, particularly on the economics of climate change. His call for prioritising solutions based on cost-effectiveness has been embraced by some policymakers and think tanks. However, the overwhelming scientific consensus on the urgency of emission reductions has made his position increasingly marginal in mainstream climate debates. Lomborg remains an active public intellectual, publishing op-eds in leading newspapers and maintaining a significant online presence.
