African National Congress
The African National Congress (ANC) is the governing political party in South Africa, having been the dominant force in the nation's politics since the end of apartheid and the establishment of universal suffrage in 1994. Originally founded as a liberation movement to fight against racial segregation and white minority rule, the ANC has evolved into a broad-based, center-left political party that currently holds the presidency and a significant presence in the National Assembly, though its historical electoral dominance has faced substantial challenges in recent years.
History and Formation
The ANC was founded on January 8, 1912, in Bloemfontein as the South African Native National Congress (SANNC) by John Dube, Pixley ka Isaka Seme, and Sol Plaatje, alongside chiefs and representatives of various African ethnic groups. The organization was established in response to the disenfranchisement of Black South Africans following the formation of the Union of South Africa in 1910. It was renamed the African National Congress in 1923. In its early decades, the ANC primarily employed moderate, constitutional methods such as petitions and delegations to protest discriminatory laws.
A significant shift in the organization's strategy occurred in the 1940s with the formation of the ANC Youth League by figures such as Nelson Mandela, Walter Sisulu, and Oliver Tambo. The Youth League advocated for a more militant and mass-based approach to activism, leading to the adoption of the Program of Action in 1949, which embraced strikes, boycotts, and civil disobedience.
Anti-Apartheid Struggle
During the 1950s, the ANC became the central force in the multi-racial Congress Alliance, which adopted the Freedom Charter in 1955, envisioning a non-racial, democratic South Africa. The government's increasingly repressive response culminated in the Sharpeville Massacre in 1960, after which the ANC was banned.
In response to the banning and the escalation of state violence, the ANC formed its armed wing, Umkhonto we Sizwe (MK), in 1961, with Nelson Mandela as its first commander. While the ANC leadership was largely imprisoned or exiled during the 1960s and 1970s, the movement sustained international diplomatic campaigns and internal resistance, often in coordination with the South African Communist Party (SACP) and the Congress of South African Trade Unions (COSATU). The internal uprising in the 1980s, combined with mounting international sanctions and economic pressure, eventually forced the apartheid government to the negotiating table.
Transition to Democracy
In 1990, South African President F.W. de Klerk unbanned the ANC and released Nelson Mandela from prison after 27 years. The ANC subsequently engaged in complex, often volatile negotiations with the apartheid government and other political entities to dismantle the legal framework of apartheid. These negotiations resulted in the adoption of an interim constitution and the agreement to hold the country's first fully democratic, multi-racial elections in 1994.
The ANC won a decisive victory in the 1994 elections, and Nelson Mandela was inaugurated as South Africa's first Black president, leading a Government of National Unity. The party subsequently oversaw the drafting and adoption of the final, highly regarded Constitution of South Africa in 1996.
Post-Apartheid Governance
Since 1994, the ANC has won every subsequent national election, maintaining its status as the dominant political party in South Africa. Thabo Mbeki succeeded Mandela in 1999, focusing on economic growth, Black Economic Empowerment (BEE), and the African renaissance, though his tenure was later marred by controversies over HIV/AIDS policy and widening economic inequality.
Jacob Zuma assumed the presidency in 2009. His tenure was characterized by significant economic stagnation and severe allegations of state capture and systemic corruption, leading to massive public protests and his eventual resignation in 2018 under pressure from the ANC's National Executive Committee. Cyril Ramaphosa, a former anti-apartheid activist and trade union leader, succeeded Zuma. Ramaphosa's administration has prioritized anti-corruption measures, economic reform, and job creation, though the party continues to grapple with internal factionalism, high unemployment, and persistent socio-economic disparities.
Ideology and Policies
The ideological foundation of the ANC is heavily influenced by the Freedom Charter, which asserts that "South Africa belongs to all who live in it, black and white." The party describes itself as a broad church of the left, encompassing social democratic and African nationalist tendencies.
The ANC governs as part of a Tripartite Alliance with the South African Communist Party (SACP) and the Congress of South African Trade Unions (COSATU). This alliance has been crucial to the ANC's historical electoral success but has also been a source of internal tension, particularly regarding economic policies, labor rights, and the pace of wealth redistribution.
Electoral History and Recent Challenges
For nearly three decades post-apartheid, the ANC consistently secured over 50% of the national vote. However, the 2024 general elections marked a historic turning point when the ANC's support dropped to approximately 40%, causing it to lose its parliamentary majority for the first time since the advent of democracy. This decline in electoral support has been attributed to voter fatigue, high unemployment, inadequate service delivery, and high-profile corruption scandals. Consequently, the ANC has been forced to seek coalition partners at both the national and municipal levels to retain governance, signaling a new era of multi-party democracy and coalition politics in South Africa.
